State Visit: Mauritius and India reinvigorate bilateral ties through exchange of MoUs

GIS – 12 March 2025: Mauritius and India are set to embark on yet another new journey of collaboration, with the exchange of various Memoranda of Understanding (MoUs), this morning at the Sir Harilal Vaghjee Memorial Hall, in the presence of the Prime Minister, Dr Navinchandra Ramgoolam, and the Indian Prime Minister, Shri Narendra Modi, in Port Louis.

The ceremony was also marked by the handing over of the navigation chart of St Brandon to Mauritius, as well as the e-inauguration of bilateral projects.

It is recalled that Prime Minister Shri Narendra Modi was on a two-day state visit to Mauritius, being invited as the Chief Guest to grace the National Day Celebrations 2025.

The two state leaders reaffirm commitment to strengthen bilateral ties

In a press statement following the ceremony, the Indian Prime Minister, Shri Narendra Modi, conveyed the best wishes of the Indian population to all Mauritian citizens on their National Day celebration, adding that it remains a privilege for him to join the people of Mauritius once again in their celebrations.

He emphasised that India and Mauritius are connected not just by the waters of the Indian ocean but also by their shared culture, traditions and values, and are partners in their economic and social progress.

‘We have always stood by each other, are moving ahead, shoulder to shoulder in all spheres’, he said.

The Indian Prime Minister remarked that the two countries have achieved new milestones in development cooperation, pointing to the numerous joint endeavours including people-centred projects in the transportation, justice, social housing and health sectors, as well as trade and tourism, along with the newly inaugurated Cap Malheureux Area Health centre and the 20 Small Development Projects.

On that score, Shri Narendra Modi announced that, it has been agreed by both Prime Minister Ramgoolam and himself, to elevate the India-Mauritius partnership to an enhanced strategic partnership. Under this enhanced partnership, Mauritius will benefit from Indian support for a series of new projects including the construction of a new Parliament and for the second phase of community development projects

The Prime Minister also dwelt on both parties’ shared priority pertaining to fostering a free, open, secure and safe Indian ocean, reiterating India’s commitment to extend full support to ensure the security of Mauritius’ EEZ.

As regards the Chagos Archipelago issue, PM Modi highlighted that India fully respects the sovereignty of Mauritius and will increase cooperation in international fora.

Furthermore, he affirmed that Mauritius is an important partner for India in its Security and Growth for All in the Region (SAGAR) vision, underpinning its objective being assuring stability and prosperity in the entire region and unveiled the Mutual and Holistic Advancement for Security and Growth Across Regions (MAHASAGAR) vision for the global South.

As for Prime Minister, Dr Navinchandra Ramgoolam, he underlined that the distinguished presence of Shri Narendra Modi on this momentous occasion, is testimony to the unique and very special relations that bind our countries together.

Underscoring the dynamic partnership between the two nations, he stated that Mauritius continues to benefit from Indian assistance for its socioeconomic development.

Speaking about the signature of key agreements in wide ranging sectors, and the handing over of the navigation chart of St Brandon, the Prime Minister said that they have further enhanced the already excellent bilateral relations of the two parties.

The assistance of India in the implementation of the high impact community development projects across Mauritius, Rodrigues and Agalega, and the Area health centre of Cap Malheureux, will no doubt contribute to improve the quality of life of our citizens, he affirmed.

Dr Ramgoolam joined PM Modi in his conviction that the decision to strengthen the relations of India and Mauritius through an enhanced strategic partnership, will increase cooperation in existing and emerging sectors such as space research, Artificial Intelligence, digital health, fintech, and cybersecurity.

Moreover, he expressed his deep gratitude to India for its unflinching support to the longstanding struggle of Mauritius to exercise its full sovereignty over its entire territory, highlighting India’s pivotal role in this respect, as a respected and strong voice in favour of Mauritius.

The Prime Minister renewed his engagement to strengthen and expand this trusted relationship which, he emphasised, will now reach even higher levels and will benefit both our peoples and countries.

Signature of MoUs: Mauritius and India expand collaboration

Eight Agreements were exchanged between Mauritius and India, this morning, in the presence of the two State leaders. They covered diverse sectors including crime investigation, maritime traffic monitoring, infrastructure, diplomacy, commerce, capacity building, finance and ocean economy.

They are:

  • MoU between the Financial Crimes Commission (Mauritius) and the Central Bureau of Investigation (India);

  • MoU between the Financial Crimes Commission (Mauritius) and the Directorate of Enforcement (India);

  • A Technical Agreement on the sharing of White Shipping Information between the Indian Navy and the Mauritius Police Force;

  • A Credit Facility Agreement between the Government of Mauritius and the State Bank of India to finance projects being implemented by the Central Water Authority under the Pipe Replacement Programme;

  • MoU between the Sushma Swaraj Institute of Foreign Service in New Delhi, India, and the Ministry of Foreign Affairs, Regional Integration and International Trade of the Republic of Mauritius, for exchange of information on the structure and content of training programme for diplomats, amongst others;

  • MoU between the Ministry of Industry, SME and Cooperatives and the Ministry of Micro, Small and Medium Enterprises of the Republic of India with a view to developing micro, small and medium enterprises in the respective countries.

  • MoU between the Ministry of Public Service and Administrative Reforms of Mauritius and the National Centre of Good Governance on the training of public officers.

  • MoU between the Department for Continental Shelf, Maritime Zones Administration and Exploration and the Indian National Centre for Ocean Information Services.

E-Inauguration of bilateral projects

The Area Health Centre of Cap Malheureux and 20 Small Development Projects, all funded by the Government of India, were jointly inaugurated online by the two Prime Ministers.
